What happened
In December 2020 the Massachusetts Securities Division filed a complaint against Robinhood Financial concerning its use of gamification to attract inexperienced investors, alongside platform outage failures. The practices at issue included digital confetti falling across the screen after a customer's first trade, and free stock rewards for new customers that advertised the possibility of receiving well-known shares while requiring the customer to mimic scratching off a lottery ticket to reveal a result with low probability of those outcomes. The firm agreed to pay a $7.5M fine and to overhaul its digital engagement practices for Massachusetts accounts, ceasing celebratory imagery tied to trading frequency, push notifications highlighting specific lists, and features mimicking games of chance, and to retain a third-party compliance consultant.
The decision point
None of these features misrepresented a price, an asset or a risk. They were about the moment after the decision rather than the decision itself, and they worked by attaching a reward to the act of transacting rather than to the outcome of transacting. That is precisely the variable the course autopsy identifies as costing the most active households about 6.5 percentage points a year.

The Massachusetts matter was settled and the firm did not concede the characterisations in the complaint. Describe the practices identified and the terms agreed, and attribute the framing to the regulator.

Whether specific design features cause measurable overtrading, as opposed to correlating with it, has not been established by controlled work. The mechanism is plausible and the regulatory finding is real; do not present causation as measured.
